1. The small wheel looking things aren’t wheels. They are just plastic rests. 2. I wanted this for suitcases which have the strap across the back so you can hang them on top of a wheeled suitcase. They do fit over the handle of this truck. It was a guess they would fit as no measurements were given.

That I can hang my non wheeled bags over the handles.
